you know when you have justified text the word spacing kerning will always be inconsistent...
when i do command+right/left arrow, it pushes the rest of the rest of the text in unpredictable directions.
How do I control word spacing in a way that pushes the rest of the text forward as opposed to back?

no, this does not make sense.

Justified text makes the left and right margins the priority is why your text is being pushed back with manual kerning. Try setting the kerning to Optical to make the spacing more consistent without having to manually adjust it.

Adjusting your hyphenation rules will also help.

Also, look into Story>Optical Margin Alignment and Balance Ragged Lines (if these apply). Features Quark should have had years ago and still don't have.

On a side-note, I used InDesign for the first time two weeks ago and now I don't want to touch Quark again unless I have to.
