Obscure Music Question

There exists a cd cover..
It is mostly blue/sort of deteriorated (a little unsure) and the name of the band is not completely on the cover.. it either starts or ends on the next panel.
The font is similar to Helv Nueu but taller (maybe?)
I cannot for the life of me remember the band.
I am pretty sure they are indy(ish) (esque).

It's not a band I know that well.. my guess is between 95-03.
For some reason I almost want to associate it with Nuetral Milk Hotel - maybe for sound maybe for genre maybe for the date of release I dont know!!
I have been pondering it for months!

Just from the vague description I keep thinking of Vaughn Oliver's 4AD covers, specifically Stars on ESP and Home is in Your Head by His Name is Alive. Both are mostly blue and have text that runs off the cover, but not the band name itself.
