Borat Bathing Suit?

Just suddenly had a thought related to the Tour de France and Borat - I mentioned to someone that it would have been awesome if the Kazak team riders would have worn the Borat bathing suit instead of spandex shorts in the Tour.
But then, I'm not sure: Is that an actual clothing item intended to be worn like that, or is it a giant regular speedo that he pulled over his shoulders?
I don't know if that's ever been established.

there was actually a borat imitator among the spectators running along for a bit with the Tour. He had the same suit, different colour, and a bad fake moustache.

~ I only recently saw the comic relief version of this with Tony Blair. I have to take my hat off to him for doing that. I don't think any other world leader would have.
When you put Borat up against some of these guys - it just pales.

i saw a guy at RockNess festival with the borat bathing suit thing on. so yeah it is an item of clothing you can buy
