Who would be up for just exchanging files of your artwork?
I don't know how it would all work. There is the fact that you would be handing off a file that could be duplicated at will. Maybe this could be restricted somehow.
I just think it would facilitate a lot more interaction if you didn't have to print stuff off and mail it.

Alright, here's how it could work.
A password protected site could hold links to the artwork. One would gain access to the files once a submission is accepted.
Thoughts?

Def not big on giving away files.. I don't mind priinting stuff out and sending...
....and I would rather just get a print in the mail, cas each one I get is a new size, shape, paper texture... its like X-mas...

- Worthy technically - as in suitable resolution for printing.
- As far as worthy artistically, this is obviously subjective. The easiest method would be to have a panel approve work, maybe via an admin tool. Initially a low-res version could be submitted for approval. I think garbage could easily be weeded out, beyond that, it could be put to a vote.
- I agree about the getting a print in the mail. There is something nice about unique paper, hand-made works, etc.
- As far as the whole releasing files thing, I agree. It's not like you'll be releasing layered files though. A flattened image wouldn't necessarily be useful for anyone.
