go to same place and open the VoiceOver Utilities button.

Hahaha...someone in my office did that to me, and every time I get in error it says these random bits in front of them. Like "Jack you dumb ass..." "Jack you're retarded" "Jack you have an error in your code, you moron" "Jack is dumb. Dumb, dumb, dumb, dumb..." I don't know how to turn it off either.
