Whats the best solution to work with people over the net with cs3? Consant manual uploading files to ftp isn't exactly perfect, are there better options?

looks like you're looking for some sort of web based version control software.
I've used CVS and it works pretty good. But I'm not sure if you want something free or are willing to spend some money. But plenty of them around.

you have always to save and upload local changes to a network file - so what's the diff if you have ftp or another GUI?

The difference is, on a local network, you can just get version cue to automatically share all your stuff (at least I think it's only for local networks?)
I know some people that use TortoiseCVS but I dunno if there are better solutions. Whats good commercially for CVS? Or are the free alternatives just as good?
