i've seen variations of this technique in various places. is this just a matter of placing each element? or is there a faster way to do this in illustrator with patterns and brushes?

pattern or brush/graphic hose fill. then apply a mask for outline and type.

what is a graphic hose fill?

You can create a pattern fill but it looks like this is a fairly elaborate pattern so you'd be hard pressed to get things to line up as nicely without doing it by hand. For something like this I usually do half of it then copy reflect and move.

does anyone know of any other examples like this?

just place the elements in an attractive pattern.. some things just gotta be done by eye.
unless you gotta cover a massive surface, then a pattern tile would be helpful (but not as attractive/ random).
