Ok. Only major thing I've done is upgrade to OS X 10.4.9 and now Safari cannot access any secure sites - https - and mail.app stopped working until i turned off "use ssl"
WTF and why and more importantly, how do I sort it out?
Firefox and other browsers work fine.

it has something to do with the keychain. try keychain first aid in utilities

thanks for that.
although there were a few small permissions problems, fixed by running repair, this still didn't fix it.
