If one makes a collage that contains images [photographs] or part images made by someone else is this breaking copyright? It's something I've never been sure about. Say a montage of lots of different people from lots of different already existing images. For example Peter Blake's Sgt Pepper cover. Any advice?

I think if it is for arts sake and you are not making any money on it then you are fine.

what if I sell the piece? Or what if I use the piece as a poster to advertise an event? Or what if....

if its used in advertising and the source is recognizable I think you may be on shaky ground

Mass producing it in the form of a poster probably would be infrindging on several rights.
As a one off art piece you would probably be fine.

seems to me like youd be fine, because it's becoming something altogether different...but then again, that person might get pissed that youre making him look like a hot air balloon.

I still don't understand the logic here. How is stealing someone's work copyright infringement, but adding a bunch of your own stuff alongside of that very same work considered ok?
I would bet the Chinese had this exact same argument 30 years ago right before knock-offs became their main export.

Well I don't get how so many artists in the past have got away with it if it's a problem. However I too might be annoyed at becoming a hot air balloon, hmm. Anyone else got the answer?¬!

Some states have free legal services for artists- just for these type of issues. You can call the hotline, and they will help you with your questions over the phone.
I know Ma does, we had one of the lawyers come in and do a talk about it. It is pretty interesting stuff.
