Is it customary to give a copy of the html/jpg files to a client?
Even if its already up on their server and whatnot?

If you mean source files, it depends on how well you were paid, imo. If you've had a good deal, include them as a CD master, otherwise charge them as it potentially means a loss of future earnings, should they decide to update themselves or go with another designer. This is, of course, dependent on the scope of your initial contract.
