Add overlay to image using css

Hi all,
I was just getting ready to create roillover effect for my images when I wondered if it could be done using CSS. Basically, you've probably seen it loads of places before, 2 images one for the normal state, one for the rollover. On the normal state, I want the image kind of dulled down, achieving this in PS is simply a case of create a colour overaly with the opacity lowered, just wondering if the same could be achieved using one image and CSS? Maybe with a a div overlayed with its opacity lowered????

Depending on what your image looks like, you could do this with CSS. Couldn't really say for sure without seeing it. You can also change the opacity with CSS, but I haven't looked to see how compatible this option is across all the browsers.
