everything after the initial response has been handled horribly (from a PR standpoint)

briliant marketing campaign. well worth the cost of a few circuit boards and LEDs... Time Warner could have spent well over 50 million and wouldn't have received as much press about it...

john makes a good point .. they waited too long to admit guilt and also they had not payed for permits because it is generally cheaper to pay the fine

let me rephrase that: it's not like notifying someone at the dept of public works ahead of time would have made the intent of the campaign any less impactful.
obviously hindsight being 20/20 they managed to pull of a masterpiece of a campaign replete with a scathing commentary on the state of america's security, one with which, no doubt, a great many [as] watchers would agree.
