hello,
say i have 40 in x 40 in (300 dpi) artwork, and resized to 80 x 80 (150 dpi).
Does it make a lot of difference in terms of quality?

changing the size that way will not effect the quality of the image unless you are resaving it as a jpeg.

no, should be exactly the same. Double the size, but half the dpi. If you kept at 300 then it would be half the quality.
go to Image> Image Size and make sure "resample image" is unchecked. Now when you adjust the resolution lower, the pixel size will increase propotionally.

I'm with doesnotexist on this one, half wide and half high = quarter area.
Other than that, yes it will be lower resolution. 150 dpi is exactly half the number of dots per inch than 300 dpi is. Whether or not it will be noticable is most likely a different issue.

it is exactly the same resolution. you could make it 75 dpi and 160 x 160 and it would be the same as well.

am I totally wrong as in head in shite here, or is "dpi" not dots per inch and thus a measure of resolution??

what are you actually trying to achieve? :)
If you arent printing, ignore the DPI and think pixels (and go use Image Ready which doesnt even show DPI in the size dialogs).

emecksresolution means pixels per inch
and also means the size of the size of those pixels which is dpi
