what can i do to increase the quality of a jpeg when i export a document from indesign? the jpegs always look terrible.

Try exporting from ID as a press quality pdf, then dragging the pdf into photoshop and rasterising it at whatever resolution you need.
I've found you sometimes get better results this way.

Export as EPS and open in Illustrator and export as JPEG at custom 300 DPI, or save for web... Image quality is far superior than InDesign's exporting feature. More steps, but better outcome.
