Is there a way to create lines using the pen tool (P) where each new line you create starts at the same point that you just stopped on but ISN'T connected to the previous line? Or is there a way to disconnect all lines of an illustration? I'm can go through with the scissors and cut them all apart but that's boring.

deselect the line before starting another, or use different layers

unfortunately not in illy. freehand has an unjoin command i think

You could draw your pen tool shape and then with the direct select tool (white arrow) select each line and cut and paste it back into position. Its not quick but will work.
