get in on it before it gets big, because it'll happen
1. Start a web-based company that takes groups textual adverts and turn them into .mp3 audio
2. Place the ads on Google's upcoming AdSound application
3. Use Google Analytics to tack and reportI see the possibility of a lot of money flying in that realm

i see the possibility of mp3 ads annoying the shit out of everyone

is there like a specified place i have to go to hear these ads or are they going to be talking at me from every damn page?

you might think that, but Google doesn't. You would have to click on them obviously.
This is fucking cake.
Take the text, convert it to audio, place ad, track ad and send report to client

I would think that it would behave much like Google's current AdSense campaigns run. Maybe they develop the thing in Flash or whatever other sound played that's available to them. Ads sit on the page, you click play to listen to them rather than going to page itself. A precursor for more info.

pay voice over guy lots of cash to do the talking....?

not necessarily. you could probably find some low budget people to do it. there are all types of graphical adverts, why not different levels of audio adverts.
If you have a good voice you could do it yourself, but it would be a good idea to use a voice-over person probably.
