they are covered to keep the snow off of them, keeping them from being slippery so that folks don't slide off into the river.

Back in the day when transportation was by horse only, if snow or rain got onto a bridge and a horse came across pulling a cart it would be too slippery and the horse would slip and break a leg.
They put covers over them to keep them dry so the horses could pass.
Snow + bare wood = Slick as hell.

my assumption makes less sense now that i've finished my coffee. i guess there weren't many horse drawn carriages hitting bridges at such a rate of speed that they would start doing 360's and busting through the railing.

The Western tradition of covered bridges originated in Central Europe. The European covered bridge consisted of a roof and siding that protected a wooden truss structure, thus contributing to bridge longevity.
In other words it made the bridge last longer.

bridges were originally covered to protect them from the elements. being made of wood, keeping rain and snow off meant for longer lasting bridges. an early version of a civil engineering improvement.
