InDesign adjustment layers

Not sure if they exist or if there is an alternative. Basically, I need to make sure that the Total ink density is below a certain % and the best way to do that is by turning the levels down. Can this be done in InDesign?

have you tried playing with the Ink Manager?
In your swatches layer> fly-out menu> ink manager
you can control density there. I've never done it, though, so i don't know if that is what you need

in the past i have defined some colour preferences in photoshop and loaded them into inDesign.
Edit>Colour Settings
I used that to keep ink density below 330 and reduce dot gain for newspaper or magazine printing.
There may be an easier way. I was doing it quite blindly but it worked.

Thanks for the suggestions. I'll take a look into colour mangement. Any other options?
