Ah. An HTML mailer, then?
Photoshop, Slice, Export to Web or Dreamweaver, if you're not a web person - though they'll likely make bloated code.
You'll need to host the links remotely and change the paths in your html to absolute references, ie..
http://
www.yoursite.com/
mailers/imagename.gifor wer.
