how can you export single frames as an image file as the highest res possible (whatever the footage was shot at)?

Try exporting a still from Quicktime. Final Cut is built to compress everything down to DV/NTSC, unless you are running it with HD settings.

do you need quicktime pro or can you just do it in normal quicktime?

in fcp go to export>using quick time conversion
select format>still image
in option select whatever format. disregard the the frame per second. when you export still image it will only export the frame whichever your play head is on

You can do this directly through FCP. Open the clip you want in the Viewer (not the Canvas). Go to Modify>Make Freeze Frame.
That will take a snap of whatever fram you want. Then export via Quicktime Conversion to whatever you need.
