What information do I need to include in a web design bid? Obviously the projected cost, but what else?

the structure of the site you are bidding on, does it include SEO, any CMS, security etc

Make sure, and I am learning this over and over again, that your client knows they have to give you ALL of the site info, from pics to text (approved text) at one time, preferrably before you begin.
I've had clients tell me it'll be a week and 8 months later I am still waiting for the text, and it's only about 3-4 paragraphs!!
If you let it, it'll happen.

I have met small clients who seem incapable of writing one paragraph about their own business.

my proposals are just a bunch of documents i keep around and fill up with content each time
i have budgets, scope stuff, etc
create a nice layout and distinguish yourself...
and a tip: only include the text you need...marketing bs crap in a proposal is a waste of everyones time...i have learned this over time
