what's interesting about that list in the OP (other than the numbers being slightly wrong) is that of the top 5 medal winning countries are 4 of the top 5 countries in the world in terms of arms expenditure.
China is not in the top 5 medals but it has only participated in 7 olympics whereas the US have competed in 25.
Germany which is in the top 5 medals list is only no. 9 in terms of arms expenditure
