do you need this for random snapshots ? or just if your doing something with more of a setup ?

if you are going to use lighting or a tripod at all its good to have a permit. They are pretty much free for most areas.

It's not for just random shooting. I'd imagine they would never be able to hand processing a permit for every person taking pictures with a camera.
I think it would be for if you're near trains or bridges though, so you don't get harrassed, or somewhere you would need police assistence to get to.

I always carry my [expired] university ID and when anyone asks questions I say I'm doing a photography assigment.
