I see graphics similar to this one
everywhere (T-shirts, Posters, etc..) Can anyone tell me how to get ahold of them so I can use them in a design?

I know that it is probably some type of clip art or photo package, but I have went through numerous packages and CD's of clip art that our ofice has and can't find anything like it.

well no not typical clip art, CSA styled stuff. We have a book here at the office that is 50's style b/w stuff just like that. Probably if you look at Amazon in the Art section you could find something similar. Try the local bookstore too maybe. But CSA will have the best stuff surely.
