What I was thinking of say for example I had an idea (for this example) I was gonna create friends reunited for the first time - could I patent the idea of a web site that serves a specific purpose (in the case of FR a contact point for old school mates) - could I patent the idea of such a site.

It fundamentally hinges on whether there is 'prior art'.
In the example given, no - you could not patent a 'meeting point page' as the internet has been used for that sort of thing since before the WWW existed.
If, however, you'd thought of a specifically unique mechanic to achieve this, or for using frames to store information for the first time, or how to seamlessly integrate ActiveX controls onto a page (!) then you'd be more likely to gain rights.
If your idea is anything close to sound, you should probably talk to an 'expert' in the field after getting her to sign an NDA.
