how is this effect achieved?

lower the contrast maybe..
mess around with the curves in the different channels.. Raise red, lower green some add blue...seems like its underexposed in the neg.

the picture looks like it has a warming photo filter adjustment layer applied to it.

desaturate the original image... then multiply a layer of full tone brownish/yellow over the thing and turn that layer down to around 30% transparency... done.

there's about 654 different ways of achieving that, sir janne.

... there's another quick way... of course you'll need to tweak your warming filter in the end.
