Fix poor mp3?

I've got an mp3 (one of the SXSW podcasts encoded at 64k) and it sounds like Aphex Twin has had his way with it because the mp3 quality is so bad.. is there anything out there that can "tidy up" the mp3 garbled noise / underwater sound?

This is the audio equivalent of trying to eke out a 300dpi print logo from a 100 pixel wide web file..

anything Sound forge can do ? I don't think its the audio equivalent of trying to take a 100 pixel web graphic and making it 300dpi due to the nature of audio a lot can be done to a sound wave to make it sound better. There must be a way to reduce the unwanted noise and export a better file. I can't see normalising being the answer as that will just make it louder. Does samplitude have a filter to reduce garbage?

no.
a more accurate analogy is removing jpeg compression artifacts from a jpeg... could spend a thousand hours in ps "fixing" it, but you are trying to recover information that is no longer there.

i can remove jpg compression, smooth files and enlarge for print. (to/from an extent)
it is possible to make something from nothing if you work smart not hard
so yes the application samplitude can/will help make the audio file you speak of sound better
