Tonal Percentages

I'm putting together a digi pak for a printer in Germany and they say I've set up my my black color at 400% tonal percentage and they need it at 360%. Can anyone shed some light on what tonal percentage is, and how I can adjust/change that in Photoshop and/or Illustrator?

my guess would be to set you black like this
C: 90%
M: 90%
Y: 90%
K: 90%

i think if it goes over 240% it goes muddy

The printer says they print at 360%, so I'm guessing it's ok to go over 240%.

How do I set the c the y the m and the k to 90%. Apologize if that's a completely stupid question.

I hope your not trying to reverse any type out of that black.

It's magenta graphics on a black background...will that be a problem? You can change color settings in Photoshop under Edit>Color Settings, but i have no idea what I'm looking for in there.... ... . .

in photoshop select all of the black, double click on the black color on the bottom of the tool bar and change it in there.
Illustrator
double click color and change percentages.
