Withdrawing client

What's your policy on client withdrawing before most of the work was done?
I was supposed to redesign a friend's boss's site. Got 50% up front and waited for materials until the guy informed me the friend wasn't working for him anymore, then a week later that he couldn't afford redesign at present and wanted all the money back.
Now, I spent about one hour on first sketches and at least another 2 on phonecalls, emails and quotes. The cheque was in US$ and cashing it in € ate a little of it.
Do you have policy for such cancellation? No papers were exchanged. I'd like to play it nice, just don't want to pay for somebody's fooling around.

My cancellation policy is what is owed for time put into the project and then you can charge an actual cancellation fee, for wasting your time. Yeah be fair but get what you deserve out of it. Tell him you already put x amount of time in the project and you need to be compensated.

bukka, can you possibly tell what a reasonable cancellation fee might be? I don't need precise amount, but ie. workhours or percentage relation to the whole project would be great.
