photoshop problem

have to use photoshop on windows today instead of my mac. got a problem, anyone help me out?
trying to cut out an object using a polygonal lassoo. Have to zoom in to about 400% to cut out precisely.
all goes fine, until i get to the edge of the page.
on my mac when you scroll across while cutting out, it scrolls slowly and smoothly so i can continue cutting out.
On windows the cursor just shoots across the page and cannot be controlled. anyway of stopping this??

I don't understand why anyone would ever use the polygonal lasso tool. Either you're doing it roughly and a quickmask or freeform lasso tool will do it. Or you're doing it neatly and properly in which case use paths.
