Mac OS X gone mad.

OK, just started getting this weird thing happening in OS X. Whenever I select something (icon on desktop, text field in Safari, new mail window in Entourage) I get a big black bounding border showing up round it. It even happens with random things (the QBN logo just selected itself and it got the black border).
Anyone know what's causing this and how to fix it? I'm using 10.4.6, G5 iMac.

Get a PC. I swear you mac heads talk so much shit about PCs crapping out. It is far from true. I've had three PCs for the past 9 years and I have yet to see them crash on me.
Get a PC... I promise I'll tell you that you look just as cool without that mac

Damn Quark style sheets.And PacoTaco, a PC in the print industry is a no-no. I'm not going into it cause there are too many reasons why they suck for print work.
