if a page of a particular site doesn't have an RSS feed, is there another way of alerting a user that the page has been edited?

Well, there is a page on a local councils website that has a list of tenders. There is no way of knowing each time this page is updated, other that to visit it every so often. I would like to be able to see exactly when this page is updated.
