Is it css that makes sites load horribly like as if the pictures are sort of streched in, whatever it is has to stop it's horrible.

well sometimes when I am viewing a site the pictures sort of slide in but as if they are elasticated and it is horrible looking.

instead of the images just loading, they load from top to bottom gradually in each image. its not css.
