Other than getting Rotoshop, anyone know any good appz/techniques to achieve something similar to the Waking Life/Scanner Darkly effect?

best way to do it is trying it out your self.
i used to use some KPT stuff while back but i find that doing stuff ur own makes things alot better but alot of work
