illustrator layers

i have 3 main layers in my document and need to break up their contents into their own layers for someone to import into after effects individually.
the first one allowed me to select the elements within it, drag them up in the layers pallate so they became their own layers. the other two will not let me do this, so i'm having to create 50 layers then drag the layers individually into these layers then rename them manually.
there has to be an easier way or a reason why i couldn't just move those other layers out of their main original layer. any ideas?

have you tried 'release to layers', in layer options?

release to sequence or release to build, then drag them out of the layer...

yeah i did try those and its not working. i'm not sure what's going on.
