I'm guessing is shot on tripod, then something was done in after effects, some sort of delay maybe?
any thoughts?

yea looks like echo to me. it's under the "time" menu

That is cool, but it would be neat to see an 'in-camera" effect try to acheive that. Sort of like when you take a still image with the shutter open and get that streaky effect.

Looks like echo to me...but the skaters and background are seperate. If not the background peeps would be echoing too.
