have you Googled for random PDFs? I've found lots of map vectors in the past by downloading Gov PDFs etc. More often than not the files are not even PW protected and all the vectors are there to grab in AI.
and if the PDFs are locked there's apps to fix that.

just write an email to a state government pretending to be an elementary school student doing a report and you need vector versions ("I'm not sure what those are. but teacher says I need them") and you should be set
