Alternatives for Video Editing

A friend is looking to try his hand at doing more advanced stuff in video editting, but he doesn't want to buy Premiere just yet. Instead, he wants a program that provides more functionality than a typical beginner cookie-cutter editting software, but does not have the advanced functionality nor high cost as Adobe Premiere.
Any alternatives would be helpful.

I found Ulead Mediastudio, which I'll recommend to him, since it's much cheaper than Premiere.

I couldn't agree with the Final Cut sentiments more.
However, without a Mac, you're stuck.
In that, you're better off with one of the numerous versions of Avid. Avid is as industry standard as it gets. If you're friend were to pursue larger projects or pro work, Premiere won't be any help.
