Hi,
The purpose of this request is to locate information on a program which will enable an administrator to centrally manage software updates for a network of Macintosh workstations running OS X.
The goal is two fold, to disable the users ability to install software updates while providing the ability for the administrator to quickly deploy updates across the network.
Any information would be greatly appreciated, thank you for your time.

os x server has software update services that let you disable software update on client machines and control all updates centrally. these only work for updates available via software update, ie: apple updates, not third party software.
if you want to just disable software update, the simplest path is to not let anyone log into their machine with admin privledges, always a good idea.
not aware of any other software that will enable exactly what you speak of, sorry.
