It's b. It's to do with English being random. The apostrophe shortens a phrase, in this case replacing 'of' - 40 years of experience. Similar eccentricities occur with time, e.g, six o’ clock, where the apostrophe partially replaces the phrase ‘of the’.

Nope. The apostophe is used where there are contractions in words, for example, Cannot = can't, do not = don't, etc.
