My friend wants a program she can use to update a website, and this program would also have to be accessible to other people who would want to update the site in a really easy, newbie fashion.
Any help would be appreciated!

you need something called a WIKI
users can sign in (or not, but I would advise it) and change a page in real-time without having to FTP anything via some editor.
MS .aspx, etc.

I love CMS systems..
A wiki could work, but you'd want to make sure that you can password protect the page..
