gee.
hang your giant bras from the cieling and get your friend to pitch in. it's a nice effect. i've seen a couple really dumpy bars do that and it really has a nice look for the dumps.

2 large colorful (but matching colors) rugs
3-4 medium sized artworks in a frame. all of the same series/style
1 large artwork flanked by a metal candle holder on each side of the work.
2 new warm lamps.i bet you could pick all this up for under 400.
but in all honesty i'd go with the bras.

Fling brown paint against a wall and hop up and down in monkey customes. Think of Darwin really hard and after you're done eat a banana.
