Look, frames are one of the simplest things to do. It's like tying your shoe laces. Take some initiative.

The file that contains the frameset and frame references to your "menu" and your "content" pages can be whatever you want. Index.html is used because that is the common default page a webhost serves if you visit a directory (.com or .com/myFolder) instead of an absolute address (such as .com/index.html)
Beyond that, the naming conventions are irrelevant. It's going to work no matter what.
