I kow this may seem like a stupid question but what are some good simple programs for different coding languages?
Example: Javascript, CSS, HTML, XML
Or will notepad suffice?

it depends...
First think what do you waht to do.. Applications? Web?
Now chose a dummy project and go from there. but most important learn something you want to do. I can recommed C++ but you want to focus only on web. or I can say PHP but you want to do only flash applications, then you need AS...

depends on what OS you are running. TextPad and jEdit for windows are definitely good... for macosx i use SubEthaEdit.
actual coding software is useful as it color codes different elements of your code based on elements which makes it easier to read and debug.

My real concentration will be web. I already have quite a bit of AS under my belt but i am really wanting to move more into other languages. So should i try C++?
