thats how cold it is outside my window and the neighbor has put his dog outside for the day...all day.
The constant barking is torture enough, but I've learned to tune that out.
Now I'm worried about the pooch's overall well-being.
should I call the cops?

mixed...looks like german shepard and some thing else. has a fairly thick coat...but after 8 hours (at least) even that wont do.

Well, 1st talk to the neighbors and ask em if they could bring the dog into the house (unless they normally have it outside for whatever reason). If they're un-responsive, call the Humane Society or something and ask them what to do, and then go from there.
If nothing else w/the neighbors - depending on how good of a relationship you have with them and their habits w/their dog, you could always go the "distracting me from work" route/ "disturbing the peace" route w/Police.

If not - call the SPCA and ask them if its grounds for animal cruelty - I think it is.

Did that already...about a month ago. The dog is new and is ALWAYS outside...barking. We went over to talk to him and let him know his dog barks (he was unaware) but he never did anything about it.
I've built a tolerance up to deal with the constant barking....but 3 degrees is not good weather for a dog to be outside in.

call the humane society. it probably is grounds for animal cruelty like jevad said. if it isn't, it should be. that's atrocious. poor thing.

Yea no kidding. Glad I have (well not sure if she's still alive - won't find out until the day before my birthday) a golden retriever - she never barked unless the doorbell rang, and even then It was only for about 30 seconds or so.

I'd call the cops if he looks like he's shivering. Generally, a dog's fur keeps them warm and the opposite in the summer. It has to do with trapping air particles.

Phill Collins solo efforts seem to be more commercial and

All Odds."But I also think that Phill Collins works better within the confines of the group than as a solo artist-and I stress the word artist. This is "Sussudio," a great, great song, a personal favorite.
