Photoshop Advice?
Some portfolios that show websites appear to have a screenshot taken of the actual computer screen from an angle, giving off the horizontal glowing lines that screens do when shot with a camera. Is there a filter that can do this without having to pull out my digital camera?

basically, create a 1x2/3 pixel pshop document, draw a single-pixel horizontal black/dark grey line at top, select all and Edit > Define Pattern.
Create a new layer above the source image, fill with the new pattern then set to overlay/linear burn with 30%-60% opacity.
the above dimensions depend on the output - generally the above is ok for screen output from lo-res source images.
Presumably the outout from the above is then distorted/ 'perspected' to fit the angled shot.

make it look more realistic by duplicating your scan line layer and giving it a little guassian blur

I usually do an image that is 1pix wide two pics high with on epix being black the other being white. define the pattern and then blend

alien skin has a tv plug-in for photoshop that would do it as well
though actually using the camera would be faster and look better

Fill a layer with the 'scan line' pattern, as Narin suggested, then take a picture of it.
Import that into PS and place it over the top.
Set the blending mode to 'Lionel Richie', settings - 'Who are you', and 'How did you get my number'.
