Width by Height or vice versa?

Got a stupid debate here - Our design team have to create media packs for the sales people. When we write in the advert sizes, with the dimensions, are you meant to put in the width first or the height?
The designers believe its width first, as it is in the apps like Quark etc.. X by Y.. The sales people think its height first..
What is the better answer, guys?!

The convention is width x height, I believe.

In the states, I think its the opposite of how it is in Europe

Its just irritating that these sales people thhink they know what their talking about. As a result we have had advertisements sent to us set the wrong flipping way round. and these are people who ask us what a flipping 'bleed' is...

i had the same problem once. just walk with an 8 1/2 x 11 piece of paper and ask them what size it is.
They will say "8 1/2 x 11"
Then you say "exactly", crumple the paper, extend your arm all the way out, drop the paper wad at their feet and go back to your desk in silence

I think that's the point, they'd still answer the same proving it is width x height.
Think coordinates; the are x, y, z - the alphabet says width first as well.
But I may be wrong from a global perspective :-)
