Yeah, but to be fair clerk - this is Britain. You're expecting far too much if you're looking for a system that actually works (and is free), which hasn't been forced through by gov't intervention (which, if was the case, wouldn't work anyway and would cost many billions more than originally budgeted).
You'd be better off trying to find someone just-as-useful to talk to in a different country, then spend 3 months crawling there backwards, rather than what you're attempting to do.

You can choose your own number for about £25 quid or pick one for free from a list.
Either way, you have to be on their network...
It seems this has been the big balls-up with mobile numbers. As daft as it sounds, they are not person specific. From what I understand, each network is allocated a load of numbers and you get what you are given.
Very different from how it works with domain names.
