Who the hell determines this? And how is it determined?

I believe it's a combination of # of views from a variety of people, favorites, and comments.

Interestingness!
Besides being a five syllable word suitable for tongue twisters, it is also an amazing new Flickr Feature.There are lots of things that make a photo 'interesting' (or not) in the Flickr. Where the clickthroughs are coming from; who comments on it and when; who marks it as a favorite; its tags and many more things which are constantly changing. Interestingness changes over time, as more and more fantastic photos and stories are added to Flickr.
We've added some pages (and changed some existing ones) to help you explore Flickr's most interesting photos. Before you start though, you might want to take your phone off the hook, send your boss to an executive training session and block off some time on your schedule, because we don't think you're going to be walking away from your screen any time soon. Never said thanks for this. Thanks for the very last message. I just find it peculiar that it's determined by all those things when some pictures of mine--especially one with a low # of views and no comments--are chosen as interesting. I mean, I have a pic of my door for crying out loud & for some reason it's the 2nd most "interesting" pic I have. Weeeeird.

Yeah, I've found some strange anomalies too. Are you noting the # of views? A forum or blog somewhere could be linking to a photo which would dramatically increase its views.
Speaking of that, it would be nice to have referral logs for our photos. I guess that's asking too much of an already incredible system.
