looks like a classic programmer's translation of your design. he probably doesn't see much of a difference between the two.

this is his reply after i told him what to fix :
"Do you have experience with HTML? I'm just curious,
because if you do, then you should be doing this
because you have the page layout experience that I
lack. In addition, I don't think that HTML has all of
the capabilities that you are suggesting below. It
does not have the power of a page layout software like
PageMaker and such.That said, we are limited with HTML. _(boss)_ seemed to
be ok with using standard fonts like the ones you suggest below. This is an email so we are forced to use the common set of technology installed on clients
machines. So I am going to have trouble with borders
and leading. It can be done but I don't think it is worth paying for it.I'm going to replace the headings with the graphics
and fonts that you suggest below.Let me see what I come up with in the next hour or so."
